- Join the parameters as a URL query string, base64-encode it, then percent-encode the result into data.
- Everything goes after the #. Browsers never send the fragment to a server, so credentials stay out of access logs, CDN logs and Referer headers.
- Base64 is encoding, not encryption: anyone with the link can read the credentials. Send each link only to its user.
